This web service contains the functions to perform the Pay Scratch Card Permit action.

  Receives RequestInfo class object which contains required information to perform the Pay Scratch Card Permit action. In return it will return ResponseInfo class object which will tell whether an operation was successfull, if not it will return ErrorCode and ErrorMessage.
